The lyrics of this song is relating to the time when USA had a Naval Base in Trinidad and after the cold war the closed up shop and removed all of the troops.

Many of the women managed to make a living from selling various things (i will use milkshakes as an example) to the men who often did not have the luxuries of milkshakes on base. After they closed the Base they had to go back to the locals who did use the strong US dollar and forcing these sales women to heavily discount their... milkshakes.

A side note.. in an interview with Sparrow he stated this song was very controversial leading in variations to the song.
