This song is most likely a reference to 1984. The lyrics pretty much mark each important part of the plot. I could be wrong, but it seems like one of the most reasonable meanings of this song.
And, on a personal note, this song is beautifully written. Even if it isn't about 1984, it is still a beautiful song.
