Like most of Stevie Nicks' love songs, just like most of Lindsey Buckingham's, they write about each other, and the failure of their relationship. Lindsey's usually tend to be angrier, e.g. Go Your Own Way. Cry Wolf is one of Stevie's rare said straight out songs to Lindsey, clearly telling him that the fame, the money and the groupies went to his head, and that because of his betrayal of her (which I think is not only his cheating on her at all, but his cheating on her after all that she did for him: waitressing and cleaning people's houses while he looked for record deals and went on the road with other bands.) She's telling him there's no hope for them any more, ever, so don't even ask. But I believe that eventually changed, except they were both too proud, Lindsey was far too angry, and jealous of Stevie's success as a solo artist. And ultimately, when I believe their love for each other finally surfaced again, and they might have made it work, despite all the lost years, Lindsey's girlfriend, with whom he'd had one child, intentionally conceived again, forcing him to marry her.
