Ned Gerblansky is a character from the Comedy Central show South Park. He is voiced by one of the show's creators, Trey Parker. He is best known from the fact that he talks through a voice box. He was almost always present as Jimbo Kern's apparently platonic companion. Ned and Jimbo were both inspired by characters Parker drew in high school.
