Phil Tarver, born Phillip F. Tarver, is a singer, songwriter, and arranger who ministers through the spoken word of God and expressive worship. He serves as Minister of Music & Fine Arts of Valley Kingdom Ministries International, under the leadership of Apostle H. D. Wilson.
